Techopedia explains Virtual Dedicated Server (VDS)

Virtual dedicated servers are among the most popular cloud service offerings, providing users the ability to lease a managed but dedicated server for developing, deploying and hosting web applications. Once being provisioned to a client, a VDS is not shared with any other customer and hence doesn’t offer multi-tenancy. VDS is a composite of complete server hardware along with the OS, powered by remote access layer which enable end-users to access their server via internet globally.

Similar to a virtual private server (VPS), VDS and VPS have slight differences. A VDS provides a remote dedicated server, whereas a VPS is a virtual machine on top of a physical server hosting ther VPS instances and sharing the host machine resources among them.
