  • Massachusetts: Back in 2019, Massachusetts seemed like one of the most likely states to regulate online poker, but there’s been no action as of yet. They’re poised to consider it again in 2023.
  • New York: New York has a gray legal battle with online poker, as it made significant progress in 2016, but was stifled in 2019. It seems like once mobile sports betting is introduced and successful, online poker can follow.
  • Tennessee: Online poker is looking very unlikely in Tennessee, as the state follows the same approach as Kentucky where gambling is not yet regulated.
  • Virginia: It’s highly unlikely that online poker will make any moves toward legalization, but if West Virginia or other neighboring states can show real success, this might push the needle.
