Legalisation Timeline for Maryland Casinos and Gambling
Modern efforts to legalize Maryland casinos began in 1995, when racetrack owners wanted to add video lottery terminals (VLTs) to their facilities. When this push fell flat, the state waited for over a decade before the casino debate arose again. Gambling fans finally got their wish when MD casinos and VLTs became legal in 2008. Other important milestones in Maryland casino history include the following:
- March 2023: SB 267, which would have legalized Maryland online casinos, fails to reach the House floor.
- November 2012: Voters approve a measure to allow a sixth land-based casino, which eventually becomes MGM National Harbor in 2016.
- September 2010: Hollywood Casino Perryville becomes the first land-based casino to open in the state.
- November 2008: Maryland voters make legal casinos official by voting ‘yes’ in a referendum by a 58.6% to 43.4% margin.
- October 2007: Delegate John A. Olszewski, Jr. introduces HB 33, otherwise known as the Casino Act of 2008. HB 33 proposes legalizing slots, card games, roulette, and dice games.
- October 1995: Thoroughbred track owner Joseph De Francis argues that the racing industry needs VLTs to compete with Delaware tracks. The measure fails to gain any traction with state politicians and voters.
- 1968: Maryland banned slot machines in 1968, after local religious leaders became dismayed at 5,000+ slots in the state.
Are Maryland Mobile Casinos Legal?
Maryland does not offer legal mobile casinos at the time of writing (May 2023). Legislature talks suggest that an online casino gaming referendum could be on the 2024 ballot. This referendum would give voters a chance to decide if they want real money online casinos on mobile.
