NC Sports Betting Update and Laws

Rep. Jason Saine, a Republican for the 97th North Carolina House District, introduced HB 347 in March 2023. It aimed to make online sports betting legal. The bill also sought to legalize betting on horse racing, plus retail sports betting at commercial venues on non-tribal lands. The House approved HB 347 later that month, sending it to the Senate.

There was intense debate in the upper chamber, but the North Carolina Senate voted 37-11 to approve the bill on June 1, 2023. It went back to the House, which approved some amendments, and Governor Roy Cooper then signed the bill into law at the Spectrum Center.

The bill allows up to 12 online sports betting sites and mobile apps to launch. It also allows the state’s eight pro sports venues – football, basketball, hockey and soccer stadiums, plus NASCAR tracks and PGA Tour courses – to build retail sportsbooks within 1.5 miles of their grounds. HB 347 takes effect in January 2024, and the North Carolina Lottery Commission will set a date for launch. It could be that month or later in the year.

How Will North Carolina Online Sportsbooks Compare to Other States?

North Carolina’s online sports betting market will be pretty competitive when compared with other states.

Market Coverage on sports betting apps in North Carolina

Up to 12 online sportsbooks can launch in North Carolina, which will lead to a competitive market. There are 15 online sportsbooks in Virginia and 12 Tennessee sports betting sites, so North Carolina will have a similar market to other states in the region. Some states only permit one of two sportsbooks, as is the case with Connecticut sports betting, and that leads to a monopoly or duopoly, which is unhelpful for bettors, but that will not be an issue in North Carolina.

Odds and Bet Types on betting apps in NC

The best online sportsbooks offer the same odds in all states, so you will not see any difference in pricing when North Carolina betting apps launch. Some states forbid certain bets on college games, such as team and player props. That will not be the case in North Carolina, so mobile sports betting apps can offer the full suite of markets.

Revenue and Betting Taxes at legal sportsbooks in North Carolina

North Carolina betting apps will pay an 18% tax on gross revenues. That is also similar to the rate charged in Virginia and Tennessee, and it should not deter the country’s best betting apps from launching. From a personal standpoint, you’ll only pay tax if you make an overall profit on an annual basis, at which point you’ll be liable for state and federal income taxes.

DFS and Horse Betting in North Carolina

DFS betting has been available in North Carolina for years. Horse racing will be legal thanks to HB 347, so you can also look forward to pari-mutuel wagering on races like the Kentucky Derby, the Preakness, the Belmont and the Breeders’ Cup Classic.

Responsible Gambling at NC Betting Sites

North Carolina betting apps will abide by strict responsible gambling regulations. You will be able to self-exclude, take a cooling off period or set time limits, deposit limits and betting limits on your online sports betting account. If you need further support, the North Carolina Council on Problem Gambling can help.
