NC Sports Betting Update and Laws
Rep. Jason Saine, a Republican for the 97th North Carolina House District, introduced HB 347 in March 2023. It aimed to make online sports betting legal. The bill also sought to legalize betting on horse racing, plus retail sports betting at commercial venues on non-tribal lands. The House approved HB 347 later that month, sending it to the Senate.
There was intense debate in the upper chamber, but the North Carolina Senate voted 37-11 to approve the bill on June 1, 2023. It went back to the House, which approved some amendments, and Governor Roy Cooper then signed the bill into law at the Spectrum Center.
The bill allows up to 12 online sports betting sites and mobile apps to launch. It also allows the state’s eight pro sports venues – football, basketball, hockey and soccer stadiums, plus NASCAR tracks and PGA Tour courses – to build retail sportsbooks within 1.5 miles of their grounds. HB 347 takes effect in January 2024, and the North Carolina Lottery Commission will set a date for launch. It could be that month or later in the year.
